The Law was elaborated in connection with adoption of the Decree of the
President of Ukraine of February 28, 2013 No 96 “On several measures to optimize the
system of central bodies of executive power”, which stipulates establishment of
the Ministry
of Science and Education of Ukraine and the Ministry of Youth and Sports by
reorganizing the Ministry of Science and Education, Youth and Sports of
Ukraine, as well as the State Youth and Sports Service of Ukraine.

The legislative act amends appendix No 3 of the Law “On the State Budget of Ukraine for 2013”.
It is primarily stipulated to determine two new administrators of the State Budget funds – the Ministry of Science and Education of Ukraine and the Ministry of Youth and Sports, instead of the Ministry of Science and Education, Youth and Sports of Ukraine.
The Law was adopted with consideration of proposals of the Committee on Budget.
The respective bill was registered under No. 3085.
